Wendy T. Oliver, President & Co-Founder

Wendy Oliver is an Associate Broker with Coldwell Banker Residential Brokerage at the prestigious Church Circle Location in Annapolis, Maryland. Wendy is a truly dedicated real estate professional with an incredible work ethic, and deep passion for the different styles of architecture that Anne Arundel County displays. She has lived in the area most of her life, selling hundreds of homes over the past 17 years, successfully negotiating and settling over $150 million in real estate sales to date.

 
A lifetime member of The Masters Club, Wendy holds the prestigious Graduate Real Estate Institute designation as well as Maryland Brokers and Associate Brokers licenses. She started working in real estate in her early teens as a part-time admin after school, and went on to become the Vice President of Sales for the New Homes Division of a successful home builder for 15 years.

Wendy increased her sales volume by 30% even when the market crashed, which is quite a testament to her sales savvy. She is a strong closer with a full understanding of the complexity of real estate purchases, appraisals, financing, sales and investments. Her negotiating skills are sought by clients thru-ought the region as they know she will help them achieve their desired results.

With great compassion for others, Wendy loves helping people. She has had the pleasure of working with many clients who have high-security clearances, U.S. Military, NSA, FBI, Secret Service, Pentagon and White House Officials, numerous law enforcement officers, and many others. Her clients appreciate the "Continuous Concierge Service and Confidentiality" she gives them, and the results she helps them achieve.

Wendy specializes in all facets of real estate in Anne Arundel County, from existing and new home sales to land acquisitions and investment properties. She is active in her community where she enjoys volunteering and giving back. An animal lover who's particularly gifted with dogs, Wendy a co-founder of Chesapeake K-9 Fund, which raises money for law enforcement K-9's and their needs. She also likes traveling with her family, the beach, and special times with her friends and her daughter. Her love and compassion for animals compliments her respect and recognition of the needs of law enforcement agencies. Wendy's dedication to her community and her clients gives her the constant drive to take action to promote safety and awareness

Kenneth Sonner, Executive Vice President & Co-Founder

Ken Sonner is a Senior Vice President of Old Line Bank, one of Maryland's largest community banks. He is managing and leading the Mortgage Division for the bank. Ken has over 25 years of mortgage banking industry experience. His previous roles include regional and national leadership positions. Ken started his mortgage banking career with Perpetual Mortgage Company. He currently is on the Board of the Maryland MBA and the ABA Mortgage Markets Committee. Ken graduated from Dickinson College in Carlisle, PA. A native of Montgomery County, Ken lives in Rockville with his wife and two sons.

Charles D. Hartman, Vice-President Treasurer & Co-Founder

Chad is a Sr. Mortgage Banker at Old Line Bank in Annapolis. He began his career in the mortgage industry in 1998 and has been the top producing residential loan officer at Old Line Bank since he came on board in 2012. Chad grew up in Annapolis and attended Annapolis High School. Upon graduation, he went to James Madison University where he majored in Finance and played 4 years of division 1 college baseball. He currently resides in Severna Park with his wife (Stephanie), two children (Charlie and Ella), and rescue dog (LuLu). In his spare time, he enjoys playing golf and basketball, running, and coaching youth sports. Chad is very passionate about his involvement with the Chesapeake K9 Fund and is excited to see the impact that it can have in the community.

Julia Lamartina, Co-Founder

Julie is a life time resident of Anne Arundel County living in Linthicum Heights & Arnold and the mother of 2 adult children. Julie is a co-founder of a family business in Linthicum, Vince’s Produce, currently a licensed Maryland Realtor, assisting the VP of Sales for Ameri-Star Homes in new home construction sales. Julie is member of various organizations including the National Association of Realtors, Maryland Association of Realtors, Anne Arundel County of Realtors, Anne Arundel County Chapter of Women’s Council of Realtors, Mago Vista Civic Association, Magothy River Association and the Chesapeake Bay Foundation. Julie is a committee member for The Bra’s for Cause-Women’s Breast Cancer. Julie is passionate in helping the police municipalities K9 departments throughout the state of Maryland to raise awareness and help fund the K9 dogs, so that all K9 law officers are fully equipped adequately with assisting in keeping our communities safe.

Tony LaMartina Vice-President Committee Chair

Tony is a lifetime resident of Anne Arundel County. A proud graduate of the University of Maryland, Tony co-founded Vince’s Produce and Nursery in 1975. Tony is the longest tenured and most distinguished member of the Anne Arundel County Board of Appeals, serving the county for over 24 years. After a 38-year career with the Maryland Port of Baltimore, Tony recently retired to enjoy spending more time with family and friends. As a lifelong dog owner, Tony is committed to raising awareness for the use of K-9’s in law enforcement agencies.

Sandy Popp - Secretary

Sandy is a lifetime resident of Northern Anne Arundel County, where she lives with her husband Kevin, daughter Lily, and Belgian Malinois mix Tucker. She is a graduate of the University of Baltimore School of Law. She has been admitted to practice law in both Maryland and the District of Columbia. Sandy has worked for and with the Maryland General Assembly for the past ten years and currently works for the Chairman of the Senate Judicial Proceedings Committee. She has served on a number of boards including the Maryland State Bar Association Young Lawyers Section, the University of Baltimore Board of Governors, and the Anne Arundel County Court Appointed Special Advocates. Sandy has always had a passion for dogs and admires the capabilities that K-9 officers have to protect our Communities, as well as the bond that develops between the K-9 and its handler. She is a direct beneficiary of service from K-9 officers through her work in the Maryland General Assembly and is excited about reciprocating support for them. Sandy spends her free time volunteering at the Anne Arundel County SPCA, working out at Crossfit Glen Burnie, and enjoying time with her family.

Kurt Beall, Member

Kurt Beall, owner of Heroes Pub, has been a lifelong resident of Annapolis, Maryland. He has selflessly committed to raising funds, awareness and support for local, national and international fire and police departments. He also serves as President of the Anne Arundel Fire Safety Foundation. Kurt earned his Bachelor’s degree in Business Management from Salisbury University in 1993. One of his fondest memories involved raising money for the Metro Firefighter’s Burn Fund and seeing the money go towards buying the latest model of equipment to aid victims at Bayview Burn Center. Meeting the children and taking them to the Baltimore Aquarium for a private tour was a one in a lifetime experience. Kurt is also a dedicated husband and father of three children.

Daphne Samaras Foreman, Member

Daphne Samaras Foreman is the jewelry buyer with Zachary’s Jewelers of Annapolis and Severna Park. Born and raised in Annapolis to a family of small business owners, Daphne earned a BA from the University of Md. She spent over 10 years in the telecommunications field working as an Account Executive and then Project Manager with AT&T and Avaya Inc. An integral part of her time is giving back to the community, something instilled by her parents and her brother, Steve Samaras, owner of Zachary’s. She has served on several committees in the area, including Alzheimer’s Association of Maryland, the Providence Center and Anne Arundel Community College. She also enjoyed volunteering her time at Sarah’s House, Lighthouse Shelter and the Hospice of the Chesapeake. Daphne looks forward to committing her time and help raise awareness to the much needed foundation—Chesapeake K9 Fund.

Dr. David Anderson, Member

Dr. David Anderson has served the Annapolis community since 1992 as a family physician, and is board certified in both Obesity Medicine and Family Medicine. In 2008, he founded Annapolis Medical Weight Loss- a practice devoted solely to helping patients achieve better health through medically supervised weight loss in a one-on-one caring and encouraging environment. Over the years, his team has been the proud recipient of multiple Top Docs recognitions in our community. David received his MD degree from Thomas Jefferson University in Philadelphia, and completed his residency training at the University of Connecticut. He enjoys living in the Annapolis area, along with his wife, three teenage children, and family dog Cody. This physician is excited to be involved with Chesapeake K9 Fund- to help with compassionate care of such worthy animals, while also organizing much deserved community support and respect for our law enforcement personnel.

David Lima, Member

David is a Business Development Manager at Constellation Energy in Baltimore and is also the co-owner of Old Line CrossFit in Millersville, MD. He began his career in the energy industry in 2003 and his ownership of Old Line in August 2013. David grew up in Crofton and attended Arundel High School. Upon graduation, he went to York College of Pennsylvania where he majored in Business Management and played soccer and ran track. He currently is building a beautiful AmeriStar home in Severna Park MD with his fiancé, Monica and his future baby girl (due April 10th). In his spare time, he also is on the board for Black Tie Baltimore, and enjoys golfing and time out on the water on the boat. David is very excited to be involved with the Chesapeake K9 Fund and can’t wait to see the impact that it can have in the community.

Stephanie Moore, Member

Stephanie has over 20 years of administrative support experience and event planning. She was the executive assistant for the Vice President of Government & External Affairs and the Chief Financial Officer of Children's National Medical Center (CNMC) in Washington, DC from 1999-2009. During her tenure in this position she assisted in the planning of visits from officials\ on the city, state and federal levels of government including the annual Christmas visit by the First Lady of the United States and a visit by Queen Elizabeth and Prince Philip, Duke of Edinburgh. She also coordinated the annual "Spirit of Holiday Sharing" program in which hospital departments would adopt a local family for the holiday's that was nominated by their social worker.

After leaving CNMC in 2009 she worked as administrative coordinator in the patient care services department at University of Maryland Medical Center then moving on to administrative coordinator positions at University of Maryland Midtown Campus (formerly Maryland General Hospital) in the departments of Quality Improvement & Risk Management and Inpatient Psychiatry.

After years of commuting into the District of Columbia and Baltimore Stephanie left the corporate healthcare industry and is currently the mid-atlantic recovery supervisor for a nationally known vessel recovery company with an office in Annapolis, MD.

Hailing from Ellicott City, MD, Stephanie landed in Annapolis, MD in 2003 and considers this her home. She is currently the events coordinator for The Maritime Republic of Eastport and brings with her great knowledge of event planning within the City. She is also the daughter of a retired Maryland State Trooper who served from 1965-1985 and was the MSP spokesman from 1980-1985 before his retirement. During the football season, Stephanie can be found at M&T Bank Stadium as a club level concierge assisting fans on game day and cheering on the Baltimore Ravens. When not working or volunteering, she can be found spending time with her beloved Jack Russell Terrier, Oscar.

Vicky Starr, Member

Vicky has been a nurse for over 30 years. She has worked with rare disease patients since the early 90's. She has always donated time and money to causes related to animals, rare diseases, police, emergency responders and the military. Vicky's band, Signal 13, donates there time and money to police, K9, emergency responder and military causes. In an effort to raise awareness to the needs of police animals and the needs of these animals and officers, Vicky joined the Chesapeake K9 Board. This combines her love of animals and the police into one great cause.
